Luvim D. Amores, Provincial Information Officer.

"He is supposed to join us this afternoon. However, while we celebrate the Capiztahan Festival and everything is enjoying, he cannot leave his role as the father of the province, especially to those that are marginalized," ang nasabi ni Atty. Amores sa pagsisimula ng kanyang pahayag. "He is grateful to everybody and the organizers also for your continued commitment to Bugal sang Capiz," dagdag pa niya.

Nagpaunlak din ito ng kaunting mensahe at payo para sa mga manlalahok, "Bugal sang Capiz is not just about winning. This is also a venue where you develop friendship and unity because of your shared commitment and shared interest to music."

Liza Bersabal, Bugal sang Panay ang titulong 2nd runner-up.

Roxas, Sapian, Dao, Dumarao, Jamindan, Ivisan, Pilar, Maayon, at Cuartero.
